The highest increase in MSP has been announced for lentils and rapeseed and mustard (Rs 400 per quintal), followed by gram (Rs 130 per quintal) and safflower (Rs 114 per quintal). An increase of Rs 35 and Rs 40 per quintal has been announced for barley and wheat, respectively. The purpose of inter-remuneration is to encourage crop diversification.

Minimum Support Price for Rabi Crops

Rabi crops are grown in winter and harvested in spring. The newly grown Rabi Crop MSP 2021-22 will be applicable for the crops to be marketed in Rabi Marketing Season (RMS) 2022-23. Payment of costs included in new rabi crop MSP

These new MSP or MSP RMS 2022-23 for Rabi crops for the 2021-22 season will include all the paid costs which are incurred by the farmers on the following points:-

  • rent charged for lease in land
  • Expenditure on physical inputs like seeds, fertilizers, manure

The increase in MSP for rabi crops for the marketing season 2022-23 is in line with the principle of fixing MSP at a level of at least 1.5 times the all India weighted average cost of production announced in the Union Budget 2018-19.

The Food Corporation of India (FCI) and other state agencies will continue to provide price support to farmers in terms of food grains. The concerned state government is going to procure coarse grains with the approval from the central government. Apart from this, the state government will also distribute the entire amount procured under NFSA.

Government will provide subsidy for the quantity released under NFSA. The government has set up a buffer stock of pulses and domestic procurement of pulses is also being done under the Price Stabilization Fund (PSF). NAFED, SFAC and other central government agencies will continue to procure pulses and oilseeds. As per the guidelines, the loss caused to the nodal agencies can be fully reimbursed by the Central Government.

PM Kisan Samman Nidhi Scheme (PM-KISAN)

In order to ensure income security of farmers, the central government has shifted its focus from a production-centric approach to income tax-centric. For this purpose, the Union Government had extended the coverage of PM Kisan Samman Nidhi Yojana (PM-KISAN) to all farmers. In this scheme, all the farmers having no land holding limit will get Rs.6000 per year in 3 equal installments.

PM Annadata Income Protection Campaign (PM-AASHA)

Pradhan Mantri Annadata Aa SanraksHan Abhiyan (PM-AASHA) Chhatra Yojana was announced by the central government in the financial year 2018. The objective of this scheme is to provide remunerative return to the farmers for the crops produced by them. The PM-AASHA scheme comprises 3 sub-schemes – Price Support Scheme (PSS), Price Deficiency Payment Scheme (PDPS) and Private Procurement and Stock Scheme (PPSS). These 3 sub-schemes of Pradhan Mantri Awas Yojana will help in procurement of pulses and oilseeds.

Despite the global COVID-19 pandemic and consequent nationwide lockdown, timely intervention by the government has resulted in a record procurement of around 39 million tonnes of wheat for RMS 2020-21.
